The first step was to open the source image in Photoshop, and use the marquee selection tool to crop an area of the image that was desired.
The next step was the create a new layer that focused on the hair, and use the lasso tool to trace around the hair (clicking select > modify > smooth helped get a more accurate shape). After selecting an appropriate color for my hair, using the paint bucket tool filled in the hair. Making a new layer for hair highlights was the next step.
Afterwards a new layer for the face was created, outlining it and filling with an appropriate color. Making a layer for the features was the next step, I used the pencil tool to click on some eyes and added a small white dot on the inside of the black. I used the lasso tool again to select the eyebrows and did the same things as previous to fill them in.
Using the stroke option created the black outlines around the face, hair and clothing. The final layer is the background, which I just filled in blue with the paint bucket tool.
